How Are Neutron Stars, Pulsars, and Magnetars Related?

Are these three separate kinds of object, or different observable states of compact remnants?

Start with the neutron star, then add beamed rotation and extreme magnetic fields to define pulsars and magnetars.

A scientific artistic reconstruction of one compact blue-white neutron star with magnetic loops and narrow radiation beams from offset magnetic poles.
Vastward scientific artistic reconstruction. One shared neutron star carries the field lines and beams so pulsar and magnetar behaviours are not mistaken for three unrelated worlds; sizes and colours are illustrative.
