When does “unresolved” mean different things?

Start with what the primary record actually says.
PR-018 gives analysts ten and a half minutes of infrared footage. AARO has high confidence that a physical object is present, yet its type remains unknown because the behavior is ordinary and the data do not support attribution. PR-008 is more fundamental: the apparent heat signature might come from a physical source, a reflection, an environmental temperature difference, or a sensor-display error. Both are “unresolved,” but the unanswered questions sit on different floors of the evidence stack.

PR-018 is satisfying because it narrows the unknown to identity. PR-008 is humbling because even the source of the signal remains open.
A precise unknown is more valuable than a dramatic vague one because it tells future investigators exactly what missing measurement could change the case.

- Attribution
- Assigning an observation to a specific source class, object, actor, or cause.
- Assessment
- An evidence-weighted judgment with an expressed confidence level; it is not the same as mathematical proof.

- The available evidence does not support a reliable attribution. It is a data-status label, not evidence of extraterrestrial origin.
